Description Black and white photograph depicting Sheriff Harold E. Bray (second from the right) working with three volunteers during the campaign to pass the Colorado Law Enforcement Authority Act (LEA). The Act was passed in the June 1969 election that provided for a special taxation district for property owners living in un-incorporated portions of the County to help fund an increase of Sheriff's Deputies. This same election approved the creation of the towns of "Jefferson City", now known as Lakewood, and the city of Wheat Ridge.
